Many family shelters struggle with HIFIS’ built-in bias towards singles. There are just some features that don’t translate quite as well when you’re dealing with a household instead of an individual.
One of those areas is about shelter occupancy and availability of space. Most HIFIS 4 calculations related to occupancy are bed-based, whereas family shelters are usually concerned about room-based occupancy. In other words, room-based occupancy would say that any rooms have at least one client staying in them are full, even if there might be empty beds.
This report, commissioned by the City of Hamilton, is intended for family shelters to calculate their room-based occupancy rates over time.
